Remarks by Honourable Premier R.M. Mtshweni-Tsipane on the occasion of the announcement of changes to the provincial cabinet

  1. Thank you very much ladies and gentlemen of the media for availing yourself for this important briefing.

  2. As part of my government’s efforts to advance and expedite service delivery, today I am announcing measures that will bring rapid advancement in the improvement of the lives of our people in Mpumalanga.

  3. These changes to the composition of the Provincial Cabinet are necessitated by our desire to attain the targets we had set for this Medium Term Strategic Framework, whilst accelerating the implementation of our economic reconstruction and recovery plan and the overall implementation of the key deliverables as set out in the National Development Plan as well as the Mpumalanga Development Plan.

  4. In order to do this successfully, we must continuously assess our work as the Executive Arm of the Provincial government and constantly ensure that Cabinet serves as a catalyst for the holistic growth of our beautiful Province.

  5. It is therefore important that we place people in position of leadership who are able to understand the unique nature of our challenges and people who are able to drive successful and sustainable public service delivery in a coordinated and integrated manner.

  6. In the absence of such effective leadership, our performance suffers and when that happens service delivery suffers as well.

  7. It is against this premise that I have made the decision to reconfigure the Provincial Cabinet. With immediate effect, Mr Mandla Msibi has been appointed MEC for COGTA.

  8. You will recall that Mr Msibi stepped aside after charges of a serious nature were levelled against him. These charges have since been withdrawn.

  9. His decision to voluntarily step aside proved that Mr Msibi believes in clean governance and served as exemple to all other leaders who find themselves in same position. I have no doubt that MEC Msibi will put more impetus in our efforts as government to help municipalities deliver on their service delivery mandate.

  10. The current MEC for COGTA Mr. Mandla Ndlovu has been appointed as MEC for the Department of Public Works Roads and Transport. This department requires leadership that will confront serious infrastructure challenges and backlogs we have.

  11. As part of our efforts to bring in new and fresh thinking in our government, but also balance gender equity, I have decided to appoint the Honourable Nompumelelo Evidence Hlophe as MEC for Finance, Economic Development and Tourism.

  12. Honourable Hlophe is a veteran in government affairs having served as the chairperson of committees at the Mpumalanga Provincial Legislature. She has also held a number of positions in her political career including the youth league, the women’s league and currently serves as the member of the Provincial Executive Committee of the ruling party.

  13. Let me take this opportunity to thank both Ms Mohita Latchminarain and Mr Vusumuzi Mkhatshwa for the contribution they have made during their tenures .I have no doubt that the experience that they have garnered as MECs will carry them through in their future endeavours.

  14. I welcome the MECs in their new positions and sincerely hope that they will do their best by infusing new energy that is required to uplift the performance in their respective departments. Our people are yearning for the kind of leadership that is inspiring, that is uplifting, with an ability to bring positive change, influence and motivate management towards success. We cannot afford to fail those who elected us and gave us a mandated to serve them.
