Executive Council Media Statement

  1. The Executive Council held its ordinary meeting in Mbombela yesterday, Wednesday 14 November 2018, and approved a number of matters including the budget adjustment, which will be tabled at the provincial Legislature by Finance and Economic Development MEC Sikhumbuzo Kholwane on 20 November 2018.
  2. HOSTING OF THE MPUMALANGA PUBLIC-PRIVATE-PARTNERSHIP SYMPOSIUM AND PROJECT SHOWCASE

  3. The Executive Council approved the hosting of a two-day public-private-partnership symposium from 20 – 21 November by the provincial government, to create a platform for the private sector to engage with government on ways to accelerate economic growth, facilitate greater investment in socio-economic infrastructure and promote shared prosperity in the province.

  4. The PPP Symposium and Project showcasing will give a platform for advancing integration through results-driven dialogue, investment promotion and project showcasing of key socio-economic projects that qualify for private sector funding.

  5. It will further examine the role of public-private-partnership as a catalyst for socio-economic development, industrialisation; showcase provincial government’s socio-economic infrastructure projects such as the Mpumalanga International Fresh Produce Market, Nkomazi SEZ, Cultural and Creative Industry Hub, Sky Walk, High Altitude Sports Centre, Provincial Skills and Innovation Hub amongst others.

  6. Public-private-partnerships have emerged as important tools to boost infrastructural development and achieve socio-economic transformation in various jurisdictions around the world. Furthermore, it is imperative to strengthen bilateral relations between the Public and Private sector in order to ensure a holistic approach in addressing our many challenges.

  7. By hosting the PPP symposium, it is envisaged that possible investment opportunities and infrastructure projects would be showcased to potential financiers who together with the provincial government, could jointly address ways of implementing bankable projects.

  8. The symposium will be attended by over 300 delegates including amongst others the high-level government decision makers, financiers, construction and engineering firms, investors, utilities, regulatory bodies, development banks, embassies and international speakers.
  9. STRATEGIC PARTNERSHIP BETWEEN THE MPUMALANGA GOVERNMENT AND SASO

  10. The Executive Council approved the renewal of a partnership aimed at formalizing cooperation between the Mpumalanga provincial government and SASOL, which lapsed last year.

  11. Although the previous partnership focused largely on basic infrastructure projects for Govan Mbeki, Lekwa and Dipaleseng municipalities, the Executive Council desires that SASOL’s support for integrated human settlement be extended throughout the province.

  12. The new memorandum of understanding will be signed during the public-private-partnership symposium which will be held in Mbombela next week, and areas of cooperation and collaboration will be on municipal capacity building, infrastructure development support, local economic development support, sustainable business environment and on research and development.

  13. Areas of mutual interest will also deal with developing and promoting small business and cooperatives in order to stimulate local economic development focusing on capacity building and enhanced procurement expenditure with particular focus on the previously disadvantaged groups.
  14. TAKING OVER THE REGISTRATION AND LICENSING FUNCTIONS FROM NKOMAZI LOCAL MUNICIPALITY AND THE CITY OF MBOMBELA

  15. The Executive Council has granted approval to the Department of Community Safety, Security and Liaison to take over the registration and licensing functions from Nkomazi Local Municipality and the City of Mbombela. Mpumalanga EXCO

  16. The Executive Council was briefed that the Department of Community Safety, Security and Liaison is currently under collecting on tax revenue, as the function was delegated to all the local municipalities in the province with an understanding that a portion of the revenue collected will be retained by each respective municipality and the rest should be transferred to the Department of Community Safety, Security and Liaison.

  17. The decision by the Executive Council to grant permission to the department follows failure by the two municipalities to honour the agreement as they paid less and sometimes paid nothing to the provincial account.

  18. The City of Mbombela is in arrears of approximately R200 millions whilst Nkomazi Local Municipality has also been experiencing a similar challenge of not settling the outstanding balance of more than R17 million.

  19. The Executive Council approved that the department take full responsibility to collect all the revenue and disburse to the municipalities.
  20. APPROVAL TO ADVERTISE AND FILL CRITICAL POST OF GENERAL MANAGER: GOVERNMENT COMMUNICATIONS AND INFORMATION SERVICES

  21. The Executive Council has granted approval to advertise and fill a critical post of General Manager: Government Communications and Information Systems by the Office of the Premier.

  22. The approval follows implementation of moratorium imposed in 2015 indicating that departments should seek permission from the Executive Council for special exemption in respect of filling critical posts.
