Smike Thulani Sibuyi
Profile of the HOD for the Mpumalanga
Department of Community Safety,
Security and Liaison, Mr Smike Thulani Sibuyi
Mr Smike Thulani Sibuyi has vast experience in both
the public and private sectors. He is the product of
Mabarhule Senior Secondary School situated in the
Bushbuckridge area, Mpumalanga Province.
Sibuyi has extensive legal experience, knowledge and
understanding of the broad legal frame work that governs
the operations of the public service environment, financial
and human resource management skills and knowledge of frameworks
formulation on systems development and good research ability.
He obtained his B. PROC degree in 1999 at the University of Zululand and
supplemented it with an LLB degree (Honours) in 2001 at the same institution.
The dissertation for his Honours was titled “Legal Representation at the adjudication
institutions with specific reference to Legal Aid provided to indigent persons”.
In 2001, he delivered a paper titled “Access to Courts and the Constitutional impact”
at a conference on Democracy and Human rights organised by the Human Rights
Commission in KwaZulu-Natal.
He also holds an Advanced Diploma in Law (Labour Law) obtained in 2008 at
the University of Johannesburg.
Before joining government, Sibuyi worked for the University of Zululand in
the Faculty of Law, Centre for Socio – Legal Studies and Centre for Legal Services.
He then worked as candidate attorney in 2002 and later became attorney
(Manager of the Litigation and Labour Department) at Jose Nascimento Attorneys in 2005.
Among others, his duties included rendering professional legal services, drafting
legal opinions and legal documents such as pleadings and contracts and conducting
investigations and preparations of cases.
His admission as an attorney of the High Court of South Africa was effected in
December 2003. He then registered as an attorney with the Law Society of the
Northern Provinces.
His work experience in government started in 2005 at the KwaZulu – Natal Department
of Transport as Acting Public Transport Registrar.

- KwaZulu Natal Public Transport Registrar (2007 – 2010)
- KwaZulu Natal Provincial Regulatory - Entity Senior Manager: Regulation and
Support from July 2010 until he was appointed Head of the Department of Safety, Security and Liaison in Mpumalanga in April 2011
