THE EXECUTIVE COUNCIL MEETING

The Executive Council at its fortnightly meeting in Nelspruit sent a message of encouragement to all the learners who are currently writing their final year matriculation examinations in the country. The Executive Council appealed to all the learners to rededicate themselves as they did last year and improve on the excellent performance of their peers last year.

A comprehensive report on the Five Flagship Projects was presented and discussed by the Executive Council. The main focus of the presentation was to ensure that the time frames and objectives of the Flagship Projects are met. This includes the completion of the module 1 of the Accelerated Capacity Building Flagship Project in March 2008. The presentation also included the launches of the Flagship Projects. A lot of progress has been made in ensuring that the Flagship Projects are a reality in transforming the economic and social life of the people of the Province.

The Executive Council also approved:

  1. The signing of a new memorandum of understanding with the province of Maputo in Mozambique . The two provinces have a twinning agreement. It is anticipated that areas of cooperation are key to the achievements of the objectives of the Flagship Projects,
  2. The Regulations for the Election of the 40% of the members of the Traditional Councils and a notice is to be published in the Government Gazette by the MEC for Local Government and Housing. These regulations were published for public comment in the Provincial Gazette and provincial newspapers. The public was afforded twenty (21) days upon which to submit their comments.
  3. A coal haulage business plan to deal with the challenges of the roads conditions in the Gert Sibande and Nkangala districts was presented, discussed and approved by the Executive Council. The business plan was developed based on the study conducted by Eskom during 2006 which has indicated that approximately R3 billion is required for the construction of the haulage roads. Eskom has already made R550m available for the reconstruction of some of the category one roads in the 2007/08 and 2008/09 financial years. The business plan indicates that a further R830m is required to reconstruct the category one road over the next two financial years.
  4. A working visit by a 2010 delegation to the Kingdom of Swaziland and Republic of Mozambique from 15-18 October 2007, comprising members of the 2010 technical committee.

The Executive Council meeting approved the following appointments:

•  Mr. Malinda Mafela as the senior manager: economy, employment and investment cluster in the Office of the Premier. He is currently employed as a senior manager in the Free State provincial department of tourism, environmental and economic affairs.
