RESOLUTIONS OF THE EXECUTIVE COUNCIL

The Cabinet of Mpumalanga province, led by Premier Thabang Makwetla at their fortnightly meeting at Tonga Hospital, Nkomazi Municipality, approved the draft Mpumalanga Traditional Leadership and Governance Bill. It seeks to regulate the recognition of traditional leaders, their removal from office as well as the establishment of traditional councils for traditional communities.

The Bill further takes into account the issue of gender with regard to the recognition of traditional leaders and the appointment of members of the traditional council. It reinforces the appointment of one third of women as members of the traditional council.

The Bill recognizes the Ingwenyama, Indlovukati, Indvuna and Inkhosi as the traditional leaders of the traditional communities in Mpumalanga. The Bill empowers traditional communities to apply in writing to the Premier to be recognized as a traditional community.

The Bill also has a code of conduct, which applies to every traditional leader and members of traditional councils. It states that whenever there is a reasonable suspicion that a traditional leader has breached any of the provisions of the code of conduct, the Premier may refer the matter to the inner royal family to take appropriate steps to rectify the breach.

The Premier may, according to the Bill, subject to such conditions as he or she may determine, and in writing, delegate any powers conferred upon him to any member of the Executive Council of the Province.

The Bill will soon be discussed by the provincial legislature and subsequently, be published for discussion.

Another important decision taken by Cabinet is the appointment of Mr Phillip Dexter as the Acting Chief Executive Officer of the Mpumalanga Economic Empowerment Corporation (MEEC).
