THE EXECUTIVE COUNCIL MEETING

The Executive Council at its fortnightly meeting at Lekwa municipality conveys its condolences to the Mthethwa family on behalf of the people and the government of Mpumalanga on the untimely passing on of Inkosi Mthethwa, the chairperson of the Mpumalanga House of Traditional Leaders.

The Executive Council states that his departure will create a void in the institution and House of Traditional leadership in the province. The Executive Council points out that since 1994 the relationship of the government with traditional leaders has been cordial and productive. This relationship was furthermore strengthened when Inkosi Mthethwa became the chairperson of the House of Traditional Leaders. He was able to provide sound and stable leadership to the House of Traditional Leaders and it was profoundly transformed into one of the best Houses of Traditional Leaders in the country.

Nkosi Mthethwa has also provided impeccable leadership in the province by involving the community in government's development projects.

There will be a memorial service on the 27 September in Nelspruit and the funeral is scheduled for Saturday 29 September 2007.

He will be dearly missed.

The Executive Council discussed and approved very far reaching recommendations to combat corruption within the public service. These include that:

•  Accounting Officers strengthens internal controls, governance and accountability measures in departments

•  Bid Committee members, supply chain management practitioners and responsibility managers be trained

•  Executive Authorities must institute punitive measures against accounting officers who do not implement forensic audit recommendations

•  Life style audits should be conducted on all managers in supply chain management, human resources management and all those who participate in the procurement of goods and services.

The Executive Council approved a report on cases of corruption, fraud and unethical conduct reported in the Mpumalanga Provincial administration during 2006-07 financial year. A total number of 107 cases were reported. Of these 85 cases were investigated by the Forensic Audit Unit of the Office of the Premier. Eighteen (18) were referred to affected departments.

The most frequent reported cases dealt with the alleged abuse of government owned vehicles followed by irregular appointment of service providers.

The Executive Council approved the following appointments:
•  Mr. Danile Frans Busakwe as the general manager (chief director) corporate services in the Department of Health and Social Services. He is currently senior manager responsible for strategic support in the National Prosecution Authority.

•  Mr. Cuthbert Mpho Malele as senior manager: management accounting in the department of health and social services. He is currently working for the Bushbuckridge Water Board.

There is visible development and progress in the province on the issue of name changes. A report was presented to the Executive Council by the Mpumalanga Provincial Geographic Names Committee on 94 applications received for national competency geographical name change across the province. Sixty-five (65) of the names were recommended to the South African Geographic Names Committee. There have been public hearings on these name changes. A further 29 names were held back for further public consultations and tightening of administrative requirements. In terms of submissions by district municipalities - they have submitted as follows: Nkangala -7; Ehlanzeni - 41 most were from Bushbuckridge and Gert Sibande -17. Only four names were rejected and hearings are scheduled for later this month to hear submissions on these rejections.
