The Executive Council was updated about the secondment of the chief financial officer in the Department of Agriculture and Land Administration, Mr. V. Makhubedu, as the acting chief executive officer of Mpumalanga Parks Board. The post of CEO became vacant from July 2005. This follows the resignation of Dr. DS Tiba.

A presentation was made to Cabinet on Project Khaedu (Venda for “challenge”) which is looking at public service institutional capacity and Batho-Pele service delivery by senior management in the public service. The presentation provided challenges of service delivery they encountered, for example at KaNyamazane Police Station where there is a lack of active senior management monitoring regarding progress about dockets because they spend a significant amount of time in meetings. The report recommends among others to extend the police station's working hours to provide better services to citizens and resource allocation should be aligned with crime patterns and need.

In relation to health, the report identifies overworked chief executive officers and a critical shortage of management skills. A recommendation is being made to reduce the volume of patients by diverting them to primary healthcare clinics and to resolve the role of the province, district and hospital by delegating more authority to the local level.

Members of the Executive Council accepted the report and recommended that the results of the recent skills audit conducted on senior and middle managers should be used to address the challenges identified by the Khaedu Project within the public service.
