Four Mpumalanga Municipalities receive clean audits

The Department of Co-operative Governance and Traditional Affairs is confident that it will meet its target of 2014 Operation Clean Audit. The Department’s confident that its interventions and support in municipalities are yielding positive results. Four municipalities in the province received clean audits for the 2010/2011 financial year. The municipalities are; Ehlanzeni District, Gert Sibande District, Steve Tshwete and Victor Khanye. These municipalities are amongst the only eleven in the country that received clean audits for 2010/2011. This is an improvement from last year, when the province had three municipalities obtaining clean audits.

As part of supporting municipalities the department and Provincial Treasury has assisted all of them to establish Municipal Public Accounts Committees and have audit committees. An action plan has been developed with performance indicators, planned outputs and specific activities to assist those municipalities who still have challenges on their audit outcomes. Municipalities were assisted on supply chain management whereby business process maps were developed and circulated to all municipalities for consideration. Areas covered under the business process maps were, demand management, acquisition: quotations, acquisition: bid specifications, tender procedures: bid evaluation and adjudication, acquisition contract and finalization of contracts.

Accountability and good governance remain the cornerstone of our democratic local government. A clean audit is an indication that a government institution has utilised the tax payer’s money in a responsible and transparent manner. The department will intensify its support to municipalities that continue to receive disclaimers and qualified audits.
