MEC Norman Mokoena appoints administrators for Thaba Chweu and Lekwa local municipalities

The MEC for Co-operative Governance and Traditional Affairs, Mr Norman
Mokoena is pleased to announce the appointment of Administrators for Lekwa Local
Municipality and Thaba Chweu Local Municipality respectively.
The Provincial Executive Council on the 22nd October 2009 convened a
Special meeting to consider the reports on the status of the two municipalities.
The Provincial Executive considered the reports and decided to place the two
municipalities under administration as provided for by Section 139(1)(b) of the
Constitution of the Republic of South Africa,1996(Act No.108 of 1996) as
amended.
The Executive functions and powers allocated to the Executive Mayors in
terms of the Local Government: Municipal Structures Act No.117 of 1998 as well
as the
responsibilities assigned to the Municipal Managers of in terms of
Section 55 of the Municipal Systems Act No.32 of 2000 have been assumed by the
Provincial Executive Council.
MEC Mokoena has moved swiftly as mandated by the Provincial Executive
Council to deal with this matter and has appointed Mr Jabu Sindane as the
Administrator for Lekwa Local Municipality, supported by Mr Charles Mnisi. Mr
Terrance Mokale has been appointed as the Administrator in Thaba Chweu Local
Municipality, and the Deputy Administrator will be announced soon. These
appointments are with effect from 26 October 2009.
The Administrators have been assigned to turn around the affected
municipalities with regard to restoring basic service delivery, improve
financial systems, enhance revenue collection, improve institutional capacity
and performance including the implementation of the findings and recommendations
of the section 106 reports.
All the Administrators will be subjected to performance contracts
aligned with the recovery plan for each municipality. The duration of the
intervention will be for a period of 6 months.
The MEC would like to request all the communities and other role
players to provide support to the Administrators in turning around these two
institutions. We are confident that our communities will seize this opportunity
in improving our system of governance at a local level. The Administrators have
a clear mandate of being service to citizens.
