Contractors to deliver quality human settlements

Newly appointed contractors will have to improve their game and deliver quality human settlements. Mpumalanga Department of Human Settlements MEC, Siphosezwe Masango urged all contractors to start their work on time and complete their respective housing units on the set delivery dates. MEC Masango, Head of Department, Mr David Dube and managers are currently meeting contractors throughout the Province to ensure that services are delivered on time and all community expectations are met. The Department met the contractors recently at the Steve Tshwete Local Municipality in Middelburg.

MEC Masango challenged the contractors to build quality houses so as to avoid rectifying them in future. “It will be proper that you form partnerships with experienced contractors if you find it difficult to work alone”, remarked Masango. The Department has planned to deliver a total of 10 394 housing units, six community halls and five child care centres. The Department will also service 8 235 sites throughout the Province during the 2011/12 Financial Year. The effective delivery of these services will depend on the development of by-laws by municipalities to address mushrooming informal settlements, dedication by the contractors and prompt payment of contractors by the Department. Treasury regulations require that all service providers must be paid within 30 days to keep them in the business.

The Department’s redefined mandate requires concerted efforts in the coordination of other role players for the delivery of integrated and sustainable human settlements. The fresh approach dictates that all new settlements must have basic services such as water, electricity, sewerage, education, health and recreational facilities, amongst others. The consultations with contractors, municipalities and other human settlements stakeholders will also be extended to other parts of the Province. “I am not expecting any form of disappointment from you after this meeting”, MEC Siphosezwe Masango told the contractors in Middelburg.
