The Mpumalanga Executive Council started a two-day Cabinet Outreach Programme (21 and 22 April 2010) with a Cabinet meeting at the Mkhondo Local Municipality, Piet Retief, to unpack among other things, a Plan of Action and adopt an implementation and monitoring plan for the year. 

The Provincial Plan is also expected to assist the Members of the Executive Councils and their respective departments to develop plans of action to be agreed with and signed for with Premier David Mabuza.  This is a giant step towards creating a platform to assist the Premier and the public to monitor and evaluate developmental progress in the province.  In other words Premier Mabuza is expected to assign performance agreements with the Members of the Executive Council in 2010/11 financial year. 

The Executive Council Outreach Programme helps the Executive Council to better understand challenges facing the communities, by listening and conducting door to door visits to various households. The Executive Council also took an opportunity to assess the previous Outreach Programme which started in Thaba Chweu Local Municipality last week. 

This week’s visit to Mkhondo Local Municipality will give the Executive Council an opportunity to asses the progress made since an Administrator was appointed last year. Mkhondo Local Municipality was embroiled in violent service delivery protests last year, as a result the Executive Council decided to apply Section 139 (1) (b) of the constitution, thereby putting the municipality under administration.

The Executive Council has noted the remarkable work that has been done by the Administrator to till the end of March 2010. The intervention has since been extended by the Executive Council and a new Administrator appointed till the end of June 2010. 

Members of the Executive Council had a chance to interact with various communities in all the 15 wards during the two-day Cabinet Outreach, visited schools, clinics, home for the Aged  and meetings with religious leaders, Leadership of Agriculture Mpumalanga (Agri-Mpumalanga- a provincial chapter of AGRISA) in Mkhondo Municipality.

The general response of the community was jovial and appreciating the presence and the opportunity afforded to interact with the leadership. Communities were happy of the interventions government was making through the municipality, the district and the province in responding to their service challenges in the municipalities, safe the remaining challenges they face, especially with regard to the situation in rural and farm areas

The Executive council appreciated the interaction they had with the leadership of Agri-Mpumalanga represented by its provincial President, Paul Eckard. The Executive Council further welcome Agri-Mpumalanga’s commitment to work together with government to ensure constructive engagement, peace, safety and security and development within rural areas and farms.

Agri-Mpumalanga will join hands with Government in its effort to roll out comprehensive Rural Development Programme, will provide a team of expert farmers that are ready to work with and mentor emerging farmers that have just acquired land to use the land productive and manage the farming business effectively. 

The Executive Council also met with the religious leaders, who appreciated the opportunity they have been afforded with to interact with public representatives at an executive level. They committed to avail themselves to work with Government to promote the moral regeneration and its sustenance thereof and also to be part of various campaigns, including the one on HIV Counseling and Testing, Campaigns against women and children abuse, campaigns against alcohol and substance abuse.. 

Mpumalanga Provincial Drug plan

The Executive Council adopted a Mpumalanga Provincial Drug Plan that was suggested by the Social Development Cluster thought the department of social Development.  This plan seeks to arrest the growing tendency to abuse alcohol, drugs and other substances. The ultimate end of the plan is to reduce incidences of substance abuse and crime that emanate as a result of these abuses.

The Consolidate response to Bushbuckridge and Thaba Chweu Challenges

The Executive Council reflected on the challenges of the general Social Development and unemployment facing the municipalities of Bushbuckridge and Thaba Chweu, flowing from the recent outreach that took place in Thaba Chweu and the recent outcomes of the matric results in Bushbuckridge that reflects serious correlation with the economic situation of tat municipality. The Executive Council is of the view that serious attention must be paid to these two municipalities, as one has a potential for brown and green economy, through the mining potential and the tourism capacity in the Thaba Chweu.  

The Executive Council has therefore resolved to establish and administrative region to co-ordinate all government intervention aimed at turning around the situation in this two municipalities.  All government departments are expected to establish offices in this forth region so that service delivery can be enhanced.  

The Provincial Freedom Day Celebration

The 27 April Freedom Day celebration will be held in Kwaggafontein, Thembisile Hani Local Municipality in Nkangala District Municipality. The theme is “Paying Tributes to our Heroes and Heroines.”

This year’s event coincides with the renaming of the municipality, celebrating the 20 year release of former President Nelson Mandela from jail and to encourage people to participate in the upcoming 2010 FIFA World Cup Tournament.

The Executive Council approved the following appointments:
  • Ms PA Semenya Senior Manager (CFO) in the Department of Finance.
  • Mr. NM Madike Senior Manager Budget and Expenditure in Department of Finance.
  • Mr. LR Manonyane as Senior Manager Infrastructure Coordination in the Department of Finance.
  • Mr.PS Mohlala as Director Local Economic Development in the Department of Economic Development, Environment and Tourism.
  • Mr. M Ramodibe as Director of Communication in the Department of Economic Development, Environment and Tourism.
  • Mr. PT Khumalo as Director for Gert Sibande Region in the Department of Economic Development, Environment and Tourism.
  • Mr HW Makaringe as Director for Ehlanzeni Region in the Department of Economic Development, Environment and Tourism.
  • Mr MC Morolo as Senior General Manager: Public Infrastructure in the Department of Public Works Roads and Transport.
  • Mr. W Mthombothi as Senior General Manager: Corporate Strategy in the Department of Public Works Roads and Transport.
