PREMIER NDLOVU APPOINTS A COMMISSION OF ENQUIRY TO RESOLVE DISPUTES OF JURISDICTION OF TRADITIONAL COUNCILS

Disputes for areas of jurisdiction among Traditional Councils (TCs) in Mpumalanga have been raised as a major concern that threaten the stability of the institution of Traditional Leadership in the province. They include allegations of illegal acquisition of land.
The Mpumalanga Premier, Mr. Mandla Ndlovu has appointed a Commission of Enquiry to investigate all disputes regarding the areas of jurisdiction of all TCs in the province, in an attempt to resolve them. The scope of the Commission includes verification of legal documents.
Premier Ndlovu says consultations with affected TCs will be key to source evidence that is required to formulate the findings. “The terms of reference include amongst others, investigating all allegations pertaining to the original proclaimed areas of jurisdiction in the province, conduct hearing or consultations with affected Senior Traditional Leaders,” Mr. Ndlovu explained.
The Commission is appointed with effect from 1 August 2024 and is expected to submit a report to the Premier for consideration, on or before 30 November 2026, upon the conclusion of the investigation. According to the Premier, the report must clearly indicate the recommended interventions to be implemented by the Provincial Government in order to address shortcomings, transgressions, non-compliance with legislation and other challenges identified during the course of the investigation.
“It will be expected of the Commission to make firm and unambiguous recommendations in its report, as far as each and every finding is concerned. Any further findings which are brought to the attention of the Commission, should also be included in the report, as a separate and concise part thereof,” Premier Ndlovu expatiated.
Members of the Commission are as follows:
- Mr Mxolisi Eshwell Zwane Waka Sambo (Chairperson);
- Mr Mafikizolo John Simelane;
- Inkhosi Sizwe Mkhulu Ngomane;
- Inkhosi Misisizwe Sandile Mnisi;
- Mr Manyathela Alfred Mahlangu; and
- Kgoshi Edward Phopolo Chaane.
